One of strategies to protect the urban area from flood damage is to cut the peak of flood discharge with the water storage facilities. In Neya River Basin (Osaka, Japan) some types of storage facilities are built based on the Flood Control Plan of Neya River Basin. These storage facilities can store much water when heavy rain occurs, but the water is mostly drained away after the flood without any usage. This paper discusses both the effective utilization of storage facilities and a new retention of water for urban activities by the usage as the general service water such as washing water, sprinkle water, and so on. As the result of dynamic control simulation through a year for the usage of storage water, the model basin can retain approximately half a demand of the general service water.
