ELECTRICITY SAVING BY PROMOTION OF CFLs - A DSM EXPERIMENT IN POLAND

A Demand-Side Management (DSM) project of reducing peak power load by replacing a high number of incandescent bulbs with energy-efficient Compact Fluorescent Lamps (CFLs) in selected residential areas is described and its results are reported. The project is part of a program (1995-1997) of promotion of CFLs in Poland ― the Poland Efficient Lighting Project (PELP), sponsored by Global Environment Facility and administered by the International Financial Corporation. The PELP-DSM experiment consists of three main components: 1. promotion and marketing 2. measurement and analysis 3. dissemination In the promotion part, due to the effective marketing and education campaign, the program reached a very high degree of saturation, measured by the number of CFL units per statistical household. Such a saturation contributed to a very advantageous environment for measurements. The measurements have shown a clearly discernible power reduction as the result of CFL installation at the 380 V substations in the measured target areas - by c.a. 15% of the evening peak (18:30 ― 23:00). The results of the performed measurements demonstrated also that, despite the significant number of CFLs installed, the level of voltage distortion in the supply network did not increase significantly, contrary to expectations.
