The EUROCONTROL Safety Regulatory Requirements (ESARR) have been prepared by the Safety Regulation Commission. They mainly demand the implementation of a safety management system (SMS) by providers of Air Traffic Management (ATM) services and a risk based approach to hazard management including hazard identification, assessment and mitigation, in Air Traffic Management when introducing and/or planning changes to the ATM System. It also comprises software safety assurance systems and requirements. The prime responsibility for the implementation of the ESARRs and the safety assurance of an ATM service rests with the service provider. Within the overall management of the service, he has to ensure that all relevant safety issues have been satisfactorily dealt with and to provide respective evidence. Nevertheless, it is very common that part of the responsibility is passed on to contractors and suppliers. As a manufacturer and developer of telecommunication systems for air traffic management we always try to support our customers as good as possible in fulfilling all necessary regulations. This paper shows our approach to the implementation of relevant ESARRs to assist air navigation service providers and to strengthen our reputation as supplier of safe systems. The main focus is the discussion of the roles and the relationship between customer and contractor within a safety lifecycle and a proactive, practicable way to deal with different requirements.
