Democratization of public health service administration: from Taylorism to participative management

An analysis is conducted of administrative theories and the parallel they keep with the development of health assistance to the population. As a starting point, an initial model is used (one where labor is highly centralized and reproductive, where some individuals organize and supervise, and others perform), reaching then the present time marked by a decentralized and more participative management system. The insolvency of Health Sectors in Brazil represents, in its roots; the omission public authorities exhibit towards populational health, the repressed demand for such services along the past few decades, added to the incompetence with which governments have been managing the resources and the development of health services. The history of our sociopolitical-economical development shows the inefficiency and inefficacy in the mangement of civil services, health among them, born from inadequate policies creating throughout the years a morbid and desolate picture of Brazilian life quality for most of its population. Thus; guided by participative mangement principles, the Government Consolidated Health System (SUS) introduces a proposal which, in spite of not being innovative, points to a change in the health condition of the population, giving it a more democratic admittance to Public Health Services.
