This report deals with the concept of socio-technical systems and the ability to fulfil customer requirements in uncertain environments. The conflict between in depth planing and flexibility is described. Solutions to solve this conflict aredeveloped using the Theory of Constraints (TOC) and compared to traditional approaches of forecasting and planning. The methodology is applied to global transport systems.
