Deregulated Electric Utility Environment Requires Integrated Power Quality Services

Deregulation and competition are forcing electric utilities to increase efficiency, create value-added services, and develop strategies for the future. This paper describes the Eugene Water & Electric Board's (EWEB) experience and approach to implement an extensive Power Quality program. The base strategy involves implementing a real-time power quality wide area monitoring network at critical substations to provide large customers, and EWEB's engineering and electrical operation departments information about electrical system reliability, evaluating the compliance with IEEE 519 and IEEE 1346 standards, and developing the basis for power quality related investments. Also discussed are methods and technologies used by the EWEB Power quality group to provide service to customers with a harsh harmonic environment, improve ride-through capability for sensitive equipment, and develop performance criteria for critical loads and power system components. Practical cases illustrate the above-mentioned approach.
