The Course of Action Analysis (COAA) program is a DARPA Concept Exploration Program that is researching ways to improve the ability for Army Division-level planners to perform Course of Action (COA) Analysis. COA Analysis is one of the seven steps in the Army's Military Decision-Making Process (MDMP) which command staffs perform to develop and analyze tactical military plans. The COAA program's primary goals are to 1) demonstrate automated support for COA analysis which substantially speeds and improves the quality of the MDMP, 2) demonstrate automated analysis techniques which deepen military planners' and commanders' understanding of a COA in the context of friendly operations, opposing forces, and terrain, and 3) explore approaches to COA Analysis to determine areas needing further research. An SAIC team has developed a Proof-of-Principle (PoP) system in support of these goals. The system is focused on aiding the COA Analysis step of the MDMP, although other steps including COA Development and COA Comparison are also addressed. It assists the military planner in visualizing the current situation, analyzing a mission, developing multiple COAs for accomplishing that mission, analyzing each COA, and comparing COAs. The PoP system is built to conform to current Army doctrine as specified in FM 101-5, so as to demonstrate the utility of the system in a context which Army planning staffs find useful and familiar.
