It is generally accepted that efficient use of machinery with a high capital value depends on having low operating and maintenance costs. The United States Department of Defense (DoD) in recognizing this has been active in promoting programs to develop innovative ways to reduce expenses by effectively maintaining their aging vehicle fleet, some of which date back to the 1950s.
