Application of the analytical hierarchy process (AHP) to identify and prioritize rural its market packages

Currently, the focus of the National Intelligent Transportation Systems (ITS) architecture is on urban needs. Since many of the economic drivers that will determine the degree of success of ITS implementation require an ability to function in either the urban or rural environment, the National architecture must address both urban and rural needs as a single, seamless system and make transitions as transparent as possible.
