EPA Proposes New MACT Standard For HCI Pickling

On September 18, 1997 the USEPA proposed the Maximum Achievable Control Technology (MACT) standard for air emissions from HCI pickling operations. The proposed standards will affect all steel pickling lines which use hydrochloric acid as well as acid regeneration plants and acid storage tanks. This regulation is expected to affect over 100 pickling operations over a 20 state area. The proposed standard will require installation of emission controls on all new and existing pickling lines, regeneration plants and storage tanks. These new requirements are expected to cost the steel industry in excess of $20,000,000 in new equipment costs and over $7,000,000 in additional operating and maintenance costs. This paper will discuss the proposed requirements and present cost-effective ways to comply with the new rules. New technology capable of complying with these requirements will also be presented along with techniques for upgrading existing equipment.
