We studied the thermal quench parameters of two small, identical, Bi-2223 based, HTSC coils wound on bobbins from different materials and cooled by a gas flow. One bobbin was made from copper and another from textolite. The temperature rise before a quench does not depend on bobbins' material. The time before the thermal quench begins is strongly affected by the bobbin material. The approach to describe the stability and safety of HTSC coils is discussed.
