The Energy Policy Act of 1992 (EnPA) directed the Environmental Protection Agency (EPA) "to set generally applicable standards for the yucca mountain site" and to contract with the National Academy of Sciences (NAS) to "conduct a study to provide [to EPA]...findings and recommendations on reasonable standards for protection of the public health and safety...."~1
