Countering malevolent acts on complex systems by anticipating and using efficient keys to make the right decision at the right time

Today nearly all boundaries have disappeared and the flux of people, money or goods across the Planet has never been so high. Every place on the Earth is now under threat, from the simple act of malevolence to the massive terrorism. To avoid these risks, we have to anticipate attacks and for that we need a tool. So, in this paper, we are going to define a new threat assessment methodology in order to provide stakeholders with several keys, to succeed quickly and efficiently in making the right decision at the right time. To build this methodology, we are going to define and rank the vulnerabilities of the complex system we want to manage into account and then determinate attacks' scenarios without forgetting that a malevolent act is intentional by nature. After all, we are going to obtain a framework which could and should be uploaded as many times as needed. Using this step-by-step procedure, we know where an attack could arise: the next step of the process would be to define barriers to counter the attackers and to detect the signs which are going to release the relevant barriers at the right time.
