As shown by the Chernobyl accident, another nuclear accident would have a great influence over many countries. Therefore, nuclear safety must be considered from an international viewpoint and from various areas. One such area for example might be regulations of codes/standards and criteria relating directly to design, operation and maintenance of a nuclear power plant. For nations who are going to develop nuclear power, it is important to properly prepare such regulations. Regulatory documentation of codes/standards and criteria must consider the infra-structure and social situation of each country. However, common ground rules for codes/standards and criteria must be developed from an international point of view to maintain minimum safety of nuclear power plants. World-wide tendencies and circumstances for nuclear power cannot be said to be moving "full of sail with a favorable wind", due to nuclear power plant accidents and comparatively little economical benefit. The present Nuclear Power Plant situation is that some personnel understand a need for the development from the viewpoint of efficient energy usage in the world and environmental problems like global warming. At the same time others oppose future nuclear development from the viewpoint of safety problems and economic cost. These issues may end nuclear development worldwide. Nuclear development must be considered from an international viewpoint and other various aspects. Therefore, all countries concerned should cooperate in the adjustment of research carried out by each country. Nuclear power's future must be efficient in the utilization of limited resources (money, manpower and facilities).
