Design and implementation of video-rate real-time systems incorporating neural networks: experiments and experience

Summary form only given. The Hannibal system for video-rate facial feature detection is briefly described. The eventual application of the system is in ultra-low-bit-rate video telephony using model based coding and image generation techniques. The use of a hierarchy of neural nets together with temporal and spatial filters and maximum-likelihood classifiers provides a robust system.
