STUDIES AND ORGANIZATION FOR SECURITY ENHANCEMENT OF MILITARY VEHICLES

Accidents involving military vehicles cause a lot of material damages but also can bring about injuries to soldiers as well as to civilians. Generally, for present abroad operations, vehicle accidents are even the main cause of casualties, above war losses. Apart from induced costs, particularly high in case of defense system destruction and besides very grave consequences for injured people, military vehicle accidents are also a matter of concern, because of possible judicial proceedings for the French Ministry of Defense. To prevent this entire problem, the DGA1 sets up a specific organization to ensure security of "goods and persons" for armament programs, and also launches a study program for road safety enhancement of military vehicles. The aim of this paper is to present, in the one hand, this study program for active and passive safety enhancement of military vehicles, and in the other hand, the DGA organization for security control of military vehicle road and off-road behaviour. The first item will present: 1) A statistical analysis of military vehicle accidents, 2) The main causes of accidents, 3) The improvements proposed according to the analysis results. The second item will describe: 1) The organization chart and, and the procedure for type-approval of military vehicles, 2) The regulations to apply for road and off-road dynamic behaviour verification; relating the military vehicle category, if it is a new one, a cargo modification or not…,3) Technical control of appropriateness between a carrier vehicle and a load and/or a container, 4) A description of the road and off-road dynamic behaviour tests and the related accepting criteria.
