Metasurfaces allow light manipulation and control, from the point of view of planar optics or polarizationcontrol, or non-linear light extraction. Their properties rely on the existence of resonant basic elements whichare responsible for strongly con ned electromagnetic surface modes. We aim at using these modes in order toenhance light-matter interaction. We consider a metasurface in which quantum system are embedded. We studythe hybrid excitation between light and matter by using an e ective eld theory.
