In this paper, three different call admission control (CAC)policies for WCDMA cellular PCN's are evaluated. These are the fixedchannel assignment based CAC, the interference measurement based CAC andthe soft decision CAC (SCAC). The SCAC is our proposal. By exploitingthe channel threshold effects of the uplink (UL) in the CDMA cellularnetworks and the inter-cell interference distributions, we defineeffective decision functions for SCAC use to admit the calls. It showsin comparison that the proposed SCAC gains advantages over the otherswith respect to simplicity, capacity-maximization, and robustness. Asimple and accurate stochastic loss-network model with scaled effectivebandwidth of both connection- and cell-basis is developed for analysisand simulation. Priority handoff and cell-condition of user mobilityequilibrium are considered for traffic modeling. The performancemeasures are the probabilities of handoff failure, new call blocking,loss of communication quality versus the system offered Erlang traffic.The significance of the analysis is recognizable in networkdimensioning, planning and implementation
