The author reviews various techniques for measuring the complexpermittivity of materials at microwave frequencies. A simple andreliable method for calculating the complex permittivity of thin filmsis presented. The technique can be extended to measure the complexpermittivity of fluids, the complex permeability of ferromagneticmaterials, and the moisture content in fluids and solids
