In order to utilize available transmission system capacities effectively, corrective congestion management can be applied. Also, fast acting power flow controllers are required to relieve overloaded lines in case of unforeseen line overloads. In this paper a recently proposed distributed control algorithm is used to determine suitable set points for power flow controlling devices in case of emergency situations that require fast actions. This algorithm relies on up-to-date system state information for the decision making process and thus demands low latency end-to-end communications. The impact of rule based data traffic prioritization, using Software-Defined Networking, is evaluated to determine, whether the requirements can be met even in highly loaded communication networks. A hardware-in-the-loop co-simulation was set up to examine the impact of (a) distributed control algorithms for power flow controllers as well as (b) communication system delays on power system dynamics. The results show that without timely transmission of critical messages decisions are based on outdated system information leading to an oscillating behavior of the control system. Hence, prioritization of critical control information is required to overcome this issue.
