The paper constructs a quantitative measure model by reforming traditional SWOT theory. Based on this model, the strategic vector in a polar system can be accurately positioned. Because the competition is intense in international market, the enterprise in different stages should takes with the corresponding international operation mode and enterprise organization structure. By a quantitative appraisal model, the paper had a research of making strategy for a large construction company in The Maldives, which has a reference and application value.
