A modern digital transmission network carrying voice, data andvideo communication signals requires a centralized system to initiallyverify performance and to continuously monitor the quality of itstransmission links and alert maintenance personnel to any servicedegradation so that remedial action can be taken before the service isaffected. The digital performance monitoring system (DPMS), which isbased on the OSI model, of the telecommunication management network, isdiscussed. This system has a flexible architecture that allows variousfunctional units or departments to manage those portions of the networkunder their responsibilities.
