Problems of the Temporary Housing as the Emergency Response for the Great Hanshin-Awaji Earthquake

In the big disaster like the Great Hanshin-Awaji Earthquake, the government must manage in the condition of chaos. They cannot help relying on pre-existing systems to manage and finance to secure the victims. The case of temporary houses was typical experience to study how the Law produced big project and influenced victims' life. In this article, we show a gap between the logic of administration and victims' needs.
