The paper describes a radar simulator capable to generate signals typical for the radar observation of a low- altitude target flying over a rough surface. Based on the theoretical analysis of the signal scattering from rough surfaces, requirements for the simulator are determined and its structure is developed. The simulator is based on high-tech standard measurement tools that can generate arbitrary radar signals. Results are presented that confirm the possibility of creating radar signals for adequate simulation of the radar observation of low-altitude targets.
