This paper investigates the effect of dielectric properties on radiowave propagation loss in site specific dense urban environments. The Variable Terrain Radiowave Parabolic Equation (VTRPE) model is used to calculate the forward propagating field for a 2-D vertical plane including the effects of diffraction and refraction. Emphasis is given to the geometry of a transmitter high above the average building height, with interest in the propagation loss near ground level several kilometers down range. The urban landscape, consisting of building profiles on a flat ground, is represented by a digital elevation model (DEM) derived from polygon data. Simulations using uniform dielectric values are shown for various materials. Calculations are done at 900MHz and 1800MHz for vertical and horizontal polarizations. Finally, an assessment of the sensitivity to varying permittivity values is provided.
