From the 2017 INPO Plant Evaluation, Clinton Power Station (CPS) received an Area for Improvement (AFI) in Teamwork. The team noted shortfalls in operating crew team effectiveness when controlling key parameters during plant operations and simulated scenarios. We created the scenario "CRS in a Bubble" to improve operator performance in this area Clinton has a relatively small main control room. This allows control room supervisors (CRS) to gather information on their own rather than relying on their crew for input while maintaining the big picture. The simulator was setup with curtains around the CRS area so that the CRS could not see the panels, the annunciators, computer screens or his crew. The CRS had complete access to his procedures and emergency operating procedure flowcharts. The curtained area was designed to prevent the CRS from getting his own readings thereby forcing the crew to communicate with one another beyond what is typically required to be successful. The scenario was designed to drive the crew into the emergency operating procedures. The CRS had to clearly communicate to his crew in order to obtain information such as when entry conditions were met. The crew then had to provide the CRS with information needed to make decisions within procedures since he was cut off from indications which are usually readily available.
