Planning for the Future: 30-Inch HDD FM Crossing of Halifax River

Sanitary flow in the city of Daytona Beach's beachside sanitary sewer collection system is estimated to increase 129% by the year 2035. This level of growth would significantly exceed the capacity of the existing system, which has been served by a 24-in subaqueous force main crossing the Halifax River since the mid-1980s. A 2016 capacity analysis report (CAR) recommended replacing the aging force main to provide additional flow capacity and improved reliability. In late July 2017, 2,300 linear feet (LF) of 30-in DR21 fusible polyvinyl chloride (FPVC) force main was successfully installed via horizontal directional drill (HDD). The drill crossed under the Halifax River to avoid environmentally sensitive areas and traversed a million-dollar river front property, community sports complex, and marina. The new force main enables the city to manage increasing system demands and accommodate planning for two (2) new resort-style hotels. This paper discusses force main planning, design, permitting, and installation with a specific focus on HDD design and material selection. This paper also reviews contractor qualifications, the bidding process, project challenges, and lessons learned.
