A People-Centered Approach to Risk Management

In April/May 2017 St. Louis, Missouri was expecting record flooding and record river levels for the second time in 18 months. Yes, we said "second"! This paper will outline the overall strategy in preparing our treatment plants and maintenance yards for the flood. It will discuss timing of preparation and lessons learned from the first flood. It will discuss how we organized teams to perform the work. The paper will discuss flood mitigation and management activities and projects, including the establishment of a command center and communications protocol. The paper will present how the flood proofing teams were organized for treatment plant protection, and how teamwork amongst maintenance yards responded to water backups and street flooding. The end result was a resounding success in preventing any flooding of the treatment plants and successfully servicing our customers. Founded in 1954, MSD serves a 530 square mile area consisting of the City of St. Louis and 80% of St. Louis County. There are approximately 1.3 million people in the service area made up of 425,000 customer accounts. As of 6/30/16, the District has a total of 9,560 miles of sanitary, combined, storm, and force main sewers feeding 278 pump stations and 7 treatment plants. One of the values of MSD, as stated in the District's Strategic Business Plan, is "working together to accomplish our mission with open communication, trust, respect and diversity." MSD developed a people-centered approach with this value in mind that accomplished our mission and purpose.
