This preliminary study is aimed at evaluating electric power retail business for a university campus which is equipped with battery energy storage system (BESS) and heat/cool storage tanks. All the electric retailers in Japan are subject to the rule of balancing supply and demand in 30 minutes under the regulation for stabilizing power grid. Assuming that electric retailer supplies electricity to Meiji University Nakano Campus and that the campus is equipped with BESS which is used to accomplish the 30 minutes balancing rule, the retailer can realize it at a lower electric cost by taking advantage of Japan Electric Power eXchange (JEPX) and BESS effectively. However, as the campus is equipped with the heat/cool storage tanks which store energy in night and use it during daytime to reduce the daytime electric power consumption, it is difficult to forecast the load and control BESS in summer and winter. A new self-adaptive feedback control method is proposed to meet these conditions and to minimize BESS capacity which leads to the lower electric cost in this paper. The electric cost is simulated and compared to the current bill to verify the proposed method.
