Address power swing issue under market to market flow control coordination

摘要

MISO and its neighboring RTOs implemented coordinated market-to-market (M2M) congestion management through exchanging the solution results from real time security constrained economic dispatch (RT-SCED) on the coordinated flowgates. This process has been working effectively in general to allow congestions on the coordinated flowgates to be managed by the most efficient re-dispatch from the two markets. However, a power swing issue was identified by the operations under certain circumstance. This paper analyzes the cause of the issue and introduces several proposed options to address the issue.
