Haystack Bridge: Repurpose of a Bascule

1. Erect the Counterweight on the existing foundations -avoid installation of additional drilled shafts. 2. Erect Bridge in the "Open" Position. 3. Use Temporary Counterweight to such that bridge is counterweight heavy prior to first close. 4. Use winch system for initial close, such that strain gauge data could be used for final balance.
