Traffic accident is an inevitable outcome of rapid development in city and acceleration of motorization. It will not only bring casualties and economic loss, but also affect traffic operation and result in congestion. Meanwhile, traffic jam will influence traffic safety. This paper collected 3973 accidents in Jianghan district of Wuhan in which there are many construction projects and extracted locations and times of traffic accidents. Spatial and time distributions of accidents were obtained by clustering statistics. The Relationship between traffic accident and congestion were established through regression analysis based on traffic congestion index and air temperature. Finally, the countermeasures to prevent traffic accidents were proposed.
