A CGE Framework for Analyzing Macroeconomic Impact of Pollution Control Policies

Pollution has become archenemy in whole world. Relevant analysis pointed out that the threat from climate changes caused by air pollution to the world is more terrible than that from terrorism. However, because of the investment for pollution control and the externalities of environment problem, people will be unlikely to consider pollution control, if there is no related policy to compel them to do so. Therefore it is necessary for us to study the impact on economic system from pollution control policy. Taking CGE model which is popular for policy analysis internationally as framework and drawing pollution control factors into economic system as one kind of industrial activity, this paper establishes a CGE model framework that can well analyze the macroeconomic impact of pollution control policies. Then, based on the CGE model framework established above, combining the input output analysis, quantitative economics and mathematical programming etc., an extended analysis of macroeconomic impact of pollution control policies is developed. Comparing with the present CGE models that set up for pollution control policy analysis, the model framework in this paper can not only deals with the pollution control policies in the way of economy but also in the way of administrative commander. In addition, it can handle much kinds of pollutants, and makes the analysis on macroeconomic impact from the pollution control policies more wide in contents and more deeper in degree.
