When external incidents happen, the factors that can result in alternation of aggregate demand or aggregate supply are normally shocked, as a result, aggregate supply and aggregate demand begin to ripple. Therefore, when facing external shocks, policy-makers begin anti-period operation to alleviate economic ripple and to realize fiscal-monetary adjustment system to stabilize economy during crisis period.
