According to a 2014 Office of the Secretary of Defense (OSD) Director of Cost Assessment and Program Evaluation (CAPE) report, a significant portion of a ship's life cycle costs are spent on Operation and Sustainment (O&S). Maintenance is a major driver of these O&S costs. In an effort to dramatically reduce maintenance costs, Naval Sea Systems Command (NAVSEA) is diligently working to implement Condition Based Maintenance Plus (CBM~+) initiatives throughout all phases of the acquisition life cycle. NAVSEA 04, Deputy Commander Logistics, Maintenance, and Industrial Operations, recently established a CBM~+ Executive Steering Committee (ESC) with the purpose of ensuring Reliability Centered Maintenance (RCM), Condition Based Maintenance (CBM), and CBM~+ philosophies and rules are incorporated into NAVSEA's acquisition, modernization and sustainment processes and contracts; that all levels of maintenance requirements are reflected in Class Maintenance Plans (CMPs); and that NAVSEA meets OPNAV, DoD and ASN RD&A CBM~+ requirements in acquisition, modernization and sustainment policies and requirements. To spearhead these efforts, NAVSEA 04 formally established a CBM~+ Task Force (TF) that responds to the ESC's requests and tasking. The CBM~+ ESC and TF have a single overall mission, to implement an end-to-end CBM~+ maintenance program that utilizes CBM~+ enabling technologies to improve readiness and maintenance effectiveness. By using these technologies, the Fleet is expected to improve overall readiness and availability of assets and lower total life cycle costs. By aggressively striving toward these results, the CBM~+ TF, with support and direction from the CBM~+ ESC, will work to remove any discovered barriers, enable cross-enterprise implementation of best practices, and monitor progress. This paper explains NAVSEA's current state of CBM readiness and discusses how implementation of CBM~+ enabling technologies will reduce O&S costs in the future and improve operational availability.
