Along with the economic integration process accelerating, value creation has become the ultimate goal of real estate enterprises. Comprehensive budget management of real estate enterprise based on EVA is a modern management method that regards the value creation as the strategic orientation and economic value as a key index of comprehensive budget management. Starting with the analysis of the comprehensive budget management of real estate enterprise problems, the authors propose that EVA index should be considered as a key index which is used in the process of real estate enterprise comprehensive budget management. This index includes opportunity cost after shareholders invest capitals. This article, based on theoretical and computational methods EVA-depth study on the use of standardized research methods, combining with induction, for example France and other specific methods, builds the basic framework of comprehensive budget management in real estate enterprise and renews the concept of comprehensive budget management in new real estate enterprises, prevents the short-term behavior in real estate enterprises in order to increase the value of enterprise and reallocate resource, thereby enhancing the efficiency of resource allocation and real estate business management capabilities.
