Impact of the Chinese Sponge City and Underground Utility Tunnel Construction on the Infrastructure Development in Developing Countries

In order to improve the urban environment and solve incorrect municipal pipelines arrangement, the Chinese central government has launched the pilot activities of the sponge city and underground utility tunnel construction since April 2015. Each large city has made the master plans and construction schedules of the sponge city and underground utility tunnel. This paper describes the status quo of the sponge city and underground utility tunnel construction in China. Some case studies on design and construction of the sponge city facilities and underground utility tunnels were addressed. The problems of the sponge city and underground utility tunnel facilities during plan, design, construction, operation, maintenance, and management periods were analyzed. The Chinese experience such as adoption of public and private partnership mode, pilot city campaign, and innovative technology utilization can be applied to the infrastructure construction in other developing countries.
