Based on the traditional game theory and method of bidding quotation, a game model is proposed in this paper for construction projects biding with composite base price. Under some important assumptions, the game model is built up. By forecasting the constant values in the model by means of mathematical statistic's method, the optimum pricing for construction enterprise's projects is evaluated by the technology of matrix game to win the bid and obtain the largest profit with less risk. At last, a successful application to construction project bidding is given to test the model's validity.
