From the establishment of China on, the country gradually has translated from the planned economy to the market economic system. In Chinese traditional planned economy, investment management system which had a single investment entity promoted the development of national economy. With the establishment of the market economy system, the traditional government investment management model starts to expose many drawbacks. As a reform of government-invested project construction method, the agent construction system emerges and continues to develop. The agent construction system in China is still a new theory and there are many imperfections. Through the comparative analysis of the agent system management model, this paper discusses the measures to improve the agent construction system.
