摘要

In Korea, ‘Saemangeum Development Project’ started from 1989 as a national project to builda global city as a frontrunner of green growth. It will create 283km2 of reclaimed land anda lake as large as 118km2 by constructing the world’s longest 33.9km sea dike connectingGunsan and Buan on the central west coast of the Korean Peninsula. Saemangeum willemerge as an economic hub of Northeast Asia, a location of choice for business, industryand tourism as well as environment-friendly agricultural products. Agricultural area covers30% of Saemangeum reclaimed land and its extent reaches 85.7km2. However, according tomaster plan, water supply system relies on other local natural water resources, which wereinadequate to meet the water demands. Demands have been high especially because waterfor agriculture is free under the Korean law on water industry. Consequently, secure andsustainable agricultural water supply is the key to success this development project.
