摘要

In Korea, ‘Saemangeum Development Project’ started from 1989 as a national project to build a global city as a frontrunner of green growth. It will create 283km2 of reclaimed land and a lake as large as 118km2 by constructing the world’s longest 33.9km sea dike connecting Gunsan and Buan on the central west coast of the Korean Peninsula. Saemangeum will emerge as an economic hub of Northeast Asia, a location of choice for business, industry and tourism as well as environment-friendly agricultural products. Agricultural area covers 30% of Saemangeum reclaimed land and its extent reaches 85.7km2. However, according to master plan, water supply system relies on other local natural water resources, which were inadequate to meet the water demands. Demands have been high especially because water for agriculture is free under the Korean law on water industry. Consequently, secure and sustainable agricultural water supply is the key to success this development project.
