How to Make Independent External Peer Reviews (IEPRs) Work for You - Practical Lessons to Help Deliver the Best Value from a Type Ⅱ IEPR

Engineering Circular 1165-2-209 establishes an "accountable, comprehensive, life-cycle review strategy for Civil Works products" by providing a seamless process for review. It also provides guidance for implementation of Water Resources Development Act of 2007, sections 2034 and 2035. This legislation defines the parameters under which an IEPR is required and the various elements of which it is comprised. This paper reviews the components of a "Type II" IEPR and shares experiences in conducting them, while discussing how the process outlined in the Engineering Circular can be tailored to meet a specific projects needs and limitations through effective partnering between the consultant and the local Corps District so the project owner receives value while completing a mandated action. This paper demonstrates a variety of ways in which the standard scope of work of an IEPR, as provided in the Engineering Circular, can be tailored to evaluate risks and develop goals that work for projects that may be unique in a number of ways including size, complexity, stage of completion, and limited budgets. This paper shows the effectiveness of this partnering approach on a range of projects including a simple earthen levee, a unique fusegate system which included a bridge ready for construction, a large and complex dam project, and the repair and replacement of a culvert system in a large dike - all very different projects with, in the end, scopes of work that fit each project while meeting the requirements of the EC.
