China's valuable experiences in defending large-scale and long-time blackouts

Power System is regarded as the largest and most complex artificial system, and one of the most important infrastructures. However, large-scale blackouts are rare events but unavoidable and ruinous, resulting in huge economic loss even major casualties. If the blackout was restored quickly, the loss would be reduced sharply. Large-scale blackout is unavoidable, but large-scale and long-time ones are not, as what happened in China in recent thirty years. In this paper, we discuss the key differences of China's measures and experience in preventing and controlling blackouts from other countries in three aspects, including construction, operation and management, and the application of new technologies. A complete and effective system to defend large-scale and longtime blackouts is formed and adopted in China. It's a valuable reference for smart electricity grid construction in most of countries.
