This paper designs a novel hiding strategy based on anequivalence relation, which can remarkably enhance thequality of stego image without sacrificing the security andcapacity of original steganography schemes. According to aconstructed equivalence relation based on the capacity ofhiding units, all hiding units can be partitioned intoequivalence classes. Following that, the hiding procedure isperformed in predefined order in equivalence classes as thetraditional steganography scheme. Because of consideringthe relation between the length of message and capacity, theperformance of the hiding method using proposed hidingstrategy outperforms the original approaches whenembedding the same length message. Experimental resultsindicate that the gain from the proposed strategy overexisting hiding schemes can reach up to 4.0 dB.
