AIRSPACE SECURITY METRICS: DESIGN FOR ASSESSING THE IMPACTOF AIRSPACE SECURITY INCIDENTS

During the past three years, the System Operations Security organization of the Federal Aviation Administration's (FAA) Air Traffic Organization (ATO) has focused on developing metrics and associated automation tools to assess the impact of airspace security incidents on the National Airspace System (NAS). This organization has also explored ways to measure their progress in mitigating the impact of airspace security incidents on all NAS users. Starting with an existing manually assembled, and somewhat limited airspace security metrics report, The MITRE Corporation's Center for Advanced Aviation System Development (MITRE/CAASD) partnered with the System Operations Security organization to develop a more robust, automated daily airspace security metrics report. This report improved the density of the information reported while improving the readability of the report. Information was reorganized using best practice dashboard techniques to display daily, monthly, and yearly trend information on critical airspace security categories, including alert indicators, to signal the occurrence of anomalies in the data. Using the daily airspace security metrics report as a springboard for further automated metrics development, MITRE/CAASD, in continued partnership with the System Operations Security organization, developed a web-based "Proof of Concept" Airspace Security Data Portal. This Data Portal supports the display of airspace security data from disparate data sources, facilitates the compilation and analysis of both tactical and strategic airspace metrics, and provides dashboards — with drill down capabilities — for examining trends in several metrics categories. A unique feature of the "Proof of Concept" airspace security data portal is its powerful geospatial data visualization techniques and an architecture that allows users to upload data and create customized dashboards. These dashboards are capable of displaying visually rich metrics representations that offer new insight into performing the airspace security mission.
