We propose two bit-allocation schemes for the progressive fine granularity scalable video coding with the temporal-SNR scalability (PFGST in short). One is a simple method which gives the reference images high priority. The other is a method based on the rate-distortion relationship of each frame. Experimental results show that both the methods achieve significant gain if compared with the uniform rate allocation scheme. At high bit rates, we can achieve 0.5dB gain and even more, at middle bit rates the gain can be up to 7dB depending on the sequences coded and coding parameters.
