While various M&S processes and documentation convey a number of these concepts, they are not consistently implemented on the most complex and critical of M&S programs used to evaluate complex multi-domain combat systems of systems the Navy is now looking to field. Combat systems of systems engineering must be integrated across stakeholders and well informed by live test and M&S results that characterize performance over the operational envelope and have well documented assumptions and limitations. M&S usage must be tempered by a proper statistically based characterization over the operational envelope and across comparison between that characterization, the live test data, and M&S replication of those tests. Credible M&S can then help realize the required operational capabilities from conceptual design tradeoffs to operational evaluation of capabilities. Risk or reward? - the decision is yours.
