The physical processes influencing on cerebrovascular shifts at people are discussed in this work. It is supposed, that in a storm initial stage the stochastic resonance can be one of physical mechanisms of influence of external weak periodic signals against noise. External electromagnetic fluctuations can synchronize or desynchronize rhythms of electromagnetic fluctuations of cells of a brain and blood. Ionosphere indignations lead to fluctuations of frequencies and the periods of Alfen's ionosphere resonator which in turn can influence on rhythms of components of an organism, first of all on a brain and rheological properties of blood, as in experiences in vitro, and in vivo. The hypothesis is checked also, that one of the internal reasons of observed biotropic effects is level increase of catecholamines and changes of viscosity properties of blood.
