Most of the scenic places are facing the question of seasonal tourist in the world. The instability of tourists is causing complications. In the busy season, most scenic spots are very crowded. But in the off-season, many scenic spots are so deserted. So is there a new pricing mechanism to avoid this situation? In this paper, we try to establish a new price optimizing model to analyze the relationship of competition and cooperation between the scenic spots (theme park) and tour operator. The final purpose of this paper is to solve the instability of the tourists by the price pathway. We establish an optimal price (OP) model to shift the peak carrying capacity and optimize the resources of the theme park.
