From characteristic aspect, food safety belongs to experience and credit products. Food safety is the ethics promise for stakeholders. From macro aspect, the question of food safety cannot be solved absolutely, we can but initiative respond to its. From micro aspect, we can solve an idiographic food safety question. The food safety preventionȁ9;s efficiency can be the most excellent, if the regulation and prevention costs for food safety equal to influence cost of insecurity food. The enterprisesȁ9; violation of the ethics promises is associated with enterprisesȁ9; utility function. The government regulation should consider the acceptable ethical principle, and embedded the ethical reasoning to food safety decision-making. Enterprises can initiatively produce safety food by effective institutions, food enterprises should drive by corporate social responsibility value. This can absolutely put an end to food safety question.
